President Yoweri Kaguta Museveni has ordered the Uganda Communication Commission, UCC to immediately identify all social media users who hide their identities. 

The president was commenting on the misuse of social media to cause panic amongst the population and spread propaganda against his government.

This was during his address about the state of security in the country, before parliament this afternoon. The president explained that government does not need to close down social media in the entire country, due to some few elements that are misusing the platforms.

“Government will locate identity of all users of social media. Why should you hide your identity? I don’t want to block social media because our grand children are using it. When you have a jigger, you don’t go for the foot” the president said.

Meanwhile, the president used the Wednesday address to order the sub-committee of the National Security Council (NSC) to immediately start fingerprinting of all guns in a bid to curb insecurity. 

Mr. Museveni expressed disappointment in Uganda police force for not bothering to fingerprint all guns yet the force has the capacity to test cartridges left at the scene of the crime and know the gun that fired bullets.  
 
The president who is bothered by the murders of his men, including the late Maj. Kiggundu, Andrew Felix Kaweesi and now Col. Ibrahim Abiriga, told Parliament that if any of the guns are used to commit murder or any other crime, security operatives shall be able to track the suspect. 
  
He promised that government will acquire more scanners for Uganda Revenue Authority (URA) to detect illegal guns entering the country to ensure insecurity is dealt with from all corners.

The president further revealed that he was behind the recent redeployment of police flying squad operatives. The unit had been disbanded due to several cases of torture lodged against it by members of the public. 

It is said to have been behind the infamous torture chamber of Nalufenya police station in Jinja which was also closed down after takeover of Okoth Martin Ochola as IGP from Gen. Kale Kayihura who is now in jail.

The president says this unit, which was revived last week, will be well equipped to fight crime.

“I have directed Uganda police force to revive the 999 and the Flying Squad. This should be a real flying and not crawling squad. We shall equip them with unmannered air vehicles (UAVs).

He ended his speech assuring Ugandans that the army will keep them safe from any attacks targeting them.

“Our target is to have a small army and we have abundant capacity to secure Uganda. All those criminals hiding in Congo will be exposed” he promised.
