The High Court has awarded Shs100 million to Deputy Inspector General of Government Anne Twinomugisha Muhairwe after finding that social media commentator Dean Lubowa Saava defamed her through a series of TikTok videos.

Justice Joyce Kavuma ruled that Lubowa’s statements were false, malicious, and damaging to Muhairwe’s reputation.

Muhairwe sued Lubowa in 2025 after he repeatedly accused her on his TV10 Gano Mazima TikTok channel, which has over 300,000 followers, of corruption, stealing money meant for wetlands, and receiving a Shs200 million bribe linked to a road project in Kaabong.

Muhairwe denied all the allegations, stating that she had never even visited Kaabong District.

Court records show that Lubowa did not file any defence despite being served with the necessary documents, leaving Muhairwe’s evidence unchallenged.

Justice Kavuma found Lubowa liable, noting that he showed no remorse and continued publishing the allegations even after being warned to stop.

Although the court declined to award the Shs300 million in exemplary damages sought by Muhairwe, the judge ordered Lubowa to pay Shs100 million in general damages, issue a public apology on his platform, permanently stop making defamatory statements about Muhairwe, and cover all legal costs.
