The Member of Parliament representing Omoro county constituency, Jacob Oulanya has bounced back as the deputy speaker after beating the Kampala central MP Muhammed Nsereko hands down.

Oulanya won this afternoon’s race with 300 votes, compared to Hon. Nsereko’s 115.

Oulanya had initially stood with his senior, Kamuli woman MP Rebecca Kadaga, only to be advised by the ruling NRM CEC to stand down.

He would later be fronted by the party as the favorite candidate for the deputy speakership. Oulanya has been deputy speaker for the last 5 years in the 9th Parliament, and will serve again, under the leadership of Kadaga.

In the past, Oulanya had promised not to serve as a deputy speaker, and would rather sit as a back bencher in the house, until CEC ordered him into taking their offer, or lose to Kadaga who had a big support from both opposition and the ruling NRM members.

His candidature was moved by Hon. Maj. Bright Rwamirama and seconded by Hon. Betty Amongi who described him as a strong leader, while Nsereko’s candidature was moved by hon. Peter Mugema, and seconded by hon. Winnie Kizza.

Hon. Nsereko accepted defeat and congratulated his rival.

“I rise up before you here, to accept that in democracy, there is always a winner, and a loser. However, to my country men, we have all won today because clearly, democracy is the winner,” Nsereko said.

He added; “Comrades from the National Resistance Movement, you have spoken and you have spoken aloud, your voices have been heard. The independents, you have spoken and you have spoken aloud, and the nation has heard. The opposition, you have clearly spoken and your voices have been heard. There is no doubt in my mind that this country is gonna be the same again, our rights to stand shall never be unabated.”

In his victory speech, Jacob Oulanya thanked members for their support, and promised to serve diligently.
