Employees at Uganda Investment Authority have been directed to desist from attending a meeting organized by the recently interdicted Executive Director Jolly Kaguhangire set for today.

The letter written on Wednesday and emailed to all staff partly reads; “It has come to the board’s knowledge that the interdicted ED in the names of Jolly K Kaguhangire has called for a meeting of all UIA staff tomorrow (Thursday). This is to direct you not to attend the meeting as the interdicted ED has no mandate to call such a meeting.”

Ms. Kaguhangire was recently interdicted by the board of directors on allegations of abuse of office, corruption and Insubordination among other anomalies.

She was since sent on forced leave for three months pending investigation by a select committee. She was also replaced with Mr. Basil Ajer as acting ED.
But, Kaguhangire on Wednesday wrote to Mr. Emely Kugonza, the Board Chairman explaining that their decision (Board) was invalid, Ultra vires, Illegal and incurably void ab intio.

“According to the laws and regulations governing UIA, the standard corporate practice and governance, and the principles of equity, this interdiction is not a Board decision and I am not complying with it” she wrote.

The ED says the 51st board meeting did not have quorum.

“This letter serves to inform you that I am still in office as the UIA Executive Director carrying out my duties and the mandate of the Authority. Any decision made by any other officer on behalf of the Authority is null and void” she added.

On June 24th, Evelyn Anite, the minister of state for Finance, planning and economic development (Privatization and investment) wrote to the board of Directors at UIA expressing concern that the restructuring process at the Authority was being done fraudulently.

According to the minister’s letter, the Board engaged in operational activities of interviewing lower level staffs like cleaners, drivers and tea girls. The board is also accused of short listing and interviewing a single candidate for positions at Director Level.
