Councilors in Kitagwenda district have petitioned their speaker to convene a meeting for the impeachment of their LC V Chairperson, Ismail Mushemeza.
The councilors are accusing Mushemeza of alleged abuse of office, corruption and incompetence.
13 of the 30 councilors, representing one-third of the council provided for under section 14(20 of the local government Act have signed the petition.
The councilors accuse the LC V chairperson of influencing the approval of Begarukamu Paskazia as the representative of Persons with Disabilities- PWD’s to the District Service Committee (DSC) yet she doesn’t have any impairment.
They are also furious that the entire district service commission was approved outside the laid down procedures. They also accuse him of illegally approving the adjustment of the 2021-2022 financial year budget without the consent of the council.
The councilors said Mushemeza, through his finance secretary on September, 3rd, 2021, moved a motion to adjust the approved 2021/2022 district budget estimates purportedly to settle outstanding debts that Kitagwenda district owes to contractors accruing from the last financial year budget.
However, he declined to supply copies of the two budgets to the councilors for comparison. They argue that according to the Public Finance Management Act, no adjustments can be done on an approved budget on August 31st, 2021 yet the LC V Chairperson convened a meeting to adjust the budget on September, 3rd 2021.
Mushemeza denied all the allegations levelled against him, saying the war is political and aimed at damaging his reputation.
