Kabrole CAO wants Rewards Committee to investigate allegations against Lands Officer

Kabarole Chief Administrative Officer, Martin Anthony Lukwago wants the district Rewards and Sanctions Committee to investigate allegations that the Lands Management Officer, Peter Alinda is still serving in a public office despite the fact that he is battling criminal charges.

Kabarole Chief Administrative Officer, Martin Anthony Lukwago wants the district Rewards and Sanctions Committee to investigate allegations that the Lands Management Officer, Peter Alinda is still serving in a public office despite the fact that he is battling criminal charges. 

“You are free to get more facts from the court, petitioner, and the accused to assess and advise me on the next course of action. The accused is free to come with a legal representative," says Lukwag in his January 13 letter to the secretary of the district Rewards and Sanctions Committee.

According to Lukwago, the committee should ascertain the validity of the claims because his office wants to ensure that no member of the community is not denied justice. The CAO’s letter follows a January 3, 2023 petition to his office by the children of the late Hussein Juma to interdict Alinda, saying that he was holding office in contravention of the public service standing orders.

The Public Service Regulations Cap 29 (i)  states that “Where a responsible officer considers that the public interest requires that a public officer ceases to exercise the powers and functions of his or her office, he or she shall interdict the officer from exercising those powers and functions, if proceedings for his or her dismissal are being taken or are about to be taken or if criminal proceedings are being instituted against him or her. 
Alinda was charged with forgery and uttering false documents together with Cypriano  Rwaheeru, the former Kabarole District Land Board chairperson in the Fort portal magistrate's court in February 2021.

It is alleged that the duo between February 2016 and October 2019 while at Fort Portal forged minutes of Kabarole district Land Board Meeting KDLB MIN 06/02/2016 held on February 9, 2016. The prosecution says that the forged documents were used by Beatrice Nyindombi to forge a transfer form for land comprised in the lease register of volume 1222 folio 06, plot 107 block 45 at Harugongo in  Kabarole district.

Nyindombi is battling a land dispute case with Hussein Juma in the Civil Division of High in Fort Portal. Hussein alleges that Nyindombi forged a land title to read FRV HQT 838 Folio 21 Block 45 Plot 7 instead of the correct title registered as LVR 1222 Folio 6 plot 7 Harugongo Burahya Block 45.
