James Leku Pilli has taken the oath of allegiance and of Member of Parliament joing Parliament to replace the late Gen. (Rtd) Moses Ali, as MP for Adjumani West County.
This brings the total number of duly elected legislators of the 12th Parliament to 529, alongside 24 ex-officio members appointed as Ministers and Ministers of State by the President.
House by Speaker, Jacob Marksons Oboth welcomed Leku to the August and handed him a copy of the Constitution of Uganda and the Rules of Procedure of Parliament.
Hon. Leku, an MP under the National Resistance Movement (NRM) party flag, was declared winner of the by-election for the Adjumani West County seat held on Thursday, 17 September 2026, having polled a total of 12,423 votes out of the 14,982 votes cast.
He defeated his only contender, Draga Gasper, an independent candidate, who polled 2,559 votes.
Leku previously served as the Local Government Chairperson for Adjumani District.
In his maiden speech, Leku committed to taking forward the projects his predecessor initiated.
“These include the bridge at River Nile crossing to Moyo district and South Sudan, as well as the road from Yumbe district crossing via Obongi and Adjumani districts to South Sudan,” he said.
The Speaker lauded the MP for setting a record as the first legislator in the 12th Parliament to make a speech on the floor of the House, on the same day that he took oath.
“Today you came with an agenda and you know what you want for your people,” Oboth noted.
The State Minister for Transport, Hon. Julius Maganda, gave assurances that funds have been acquired for the construction of the bridge alluded to by Leku.
“We are now at the stage of signing a contract to have the bridge constructed. We need your [Leku’s] support because we shall engage the community to see how we can resolve issues on the ground, so that the contractor does their work conveniently,” said Muganda.
His predecessor, late Gen. Moses Ali, who passed away in July, also served as MP for East Moyo County between 1994 and 2016, Minister for Relief, Disaster Preparedness and Refugees, Minister for Internal Affairs and Minister for Tourism, Trade and Industry, among other portfolios.
