Dean Lubowa Saava has been fined UGX 4 million for operating an online television without a license, it has emerged.

Lubowa has been behind bars for close to six months following his arrest in 2025 over allegations of running an unlicensed broadcasting platform.

Reports indicate that the Uganda Communications Commission (UCC) acted after several defamation complaints were reportedly lodged against him.

Following court proceedings, Lubowa was fined UGX 3 million for operating without a license, UGX 500,000 for illegal broadcasting and another UGX 500,000 for disobeying lawful orders — bringing the total to UGX 4 million.

In default of payment, he faces one year in prison, with the time already spent on remand set to be deducted.

Television equipment including cameras, microphones and computers were seized by UCC as part of the enforcement action.

Dean Lubowa has been operating as the Chief Strategist of TV10 Gano Mazima.
