The NRM Committed Cadres, a nationwide network of young supporters, have announced a major celebration to commemorate 28 years of Universal Primary Education (UPE)—one of the most significant education reforms introduced under President Yoweri Kaguta Museveni.
The event will take place on Sunday, November 23rd at Kololo Independence Grounds, and organizers have confirmed that President Museveni and the First Lady Janet Kataaha Museveni, who doubles as the Minister of Education and Sports, are expected to attend.
The announcement was made on Friday morning at Krystal Bar in Bugolobi, where speakers praised President Museveni for what they described as visionary leadership that has driven Uganda’s human capital development for nearly three decades.
According to the group’s chairman, Twebaze Johnson Matusa, UPE is one of the most transformative policies introduced by the NRM government in the late 1990s, opening educational access to millions of children regardless of background and social class.
“This celebration is our way of thanking President Museveni for championing free education and ensuring that every Ugandan child has a chance to study,” Matusa said.
He added that the event will reflect on the progress achieved and inspire young people who have benefited from UPE and USE to appreciate a life-changing national program.
National Tour Planned
Organizers revealed that the Kololo launch is just the beginning. After the event, celebrations will move across the country, giving Ugandans a chance to share experiences and success stories linked to UPE and Universal Secondary Education (USE).
The tour will extend to districts including Mbarara, Jinja, Mbale, Gulu, Arua, Busia, among others.
The gathering is expected to attract thousands and will feature entertainment, speeches, testimonies, and youth networking sessions aimed at creating opportunities beyond celebration.
This year’s UPE celebration aligns with the NRM’s election-season message of “protecting the gains,” emphasizing the importance of safeguarding achievements in the education sector.
Organizers stressed that the event is not just about reflecting on the past but renewing commitment to strengthening Uganda’s education system for the future generations.
