Popular TikToker Luwilight has made a surprising U-turn on the Computer Misuse (Amendment) Act, 2022, saying it should have been retained despite previously celebrating its removal.
The law was recently struck down by the Constitutional Court of Uganda over procedural irregularities, a decision many social media users initially welcomed.
However, Luwilight now believes the Act had value in regulating online behavior.
“I think the Computer Misuse Act should have been retained to maintain discipline among people,” she said.
She explained that if properly implemented by the government, the law could have helped curb indiscipline and misuse of social media platforms.
At the same time, she acknowledged that the Act was often abused by individuals to settle personal scores.
“It would have been effective if properly implemented. But self-seekers were using it to settle scores against their critics, which was not good,” she added.
Her remarks highlight the ongoing debate around balancing freedom of expression and responsibility online, especially as Uganda navigates the future of digital regulation.
