The Kampala Capital City Authority (KCCA) has issued a public notice warning businesses, places of worship, and event organisers against excessive noise pollution within the city.

According to the authority, enforcement of the directive takes effect immediately and will target individuals and establishments violating the National Environment Noise Standards and Control Regulations, 2003.

The directive applies to bars, restaurants, discotheques, live bands, concert organisers, places of worship, and other premises that generate excessive noise.

KCCA says operators must comply with approved sound levels in order to protect public order, health, and the environment across Kampala.

Under the regulations, noise levels in hospitals, schools, and court areas must not exceed 45 decibels during daytime hours between 6am and 10pm, and 35 decibels at night between 10pm and 6am.

In residential areas, the permitted limit is 50 decibels during the day and 35 decibels at night. Mixed residential and commercial zones are allowed up to 55 decibels during the day and 45 decibels at night.

Areas combining residential and small-scale industrial activity are limited to 60 decibels during the day and 50 decibels at night, while industrial zones are capped at 70 decibels during daytime and 60 decibels at night.

KCCA has advised business owners and operators to install noise limiters, soundproof their premises, and regularly monitor noise emissions to remain compliant with the law.

The authority warned that failure to comply could result in penalties including fines, confiscation of sound equipment, suspension of business licences, prosecution, and possible closure of offending premises.

Members of the public have also been encouraged to report noise pollution cases or seek guidance through the KCCA hotline on 0719 003 000.
