Uganda Police Force has used more rubber bullets in quelling riots in the past that it is now using live ammunition. Since riots broke out in Arua last week until now, the force has been using live ammunition to calm crowds, which is against the ethics of police training.

Use of live ammunition contravenes the standard Operating procedures and Anti-riot training, where police is supposed to use rubber bullets for crowd control with intentions of inflicting a superficial injury, and not killing.

Rubber bullets are also used and accepted internationally as the best bullets for target shooting and self-defense, but once fired at close range, they have capacity to break a bone or even kill. 
 
Recently, police resorted to live ammunition unlike in the past when they used rubber bullets, tear gas and water cannons to disperse crowds. Live ammunition has so far claimed four people and injured several others.

A source within police says Anti-riot armory is lacking rubber bullets hence the use of the live bullets to quell riots.'

However when contacted, Emilian Kayima the police spokesperson downplayed the question and could neither deny nor confirm the lack of rubber bullets, saying the use of live bullets is not about what is in the armory but rather the intelligence at hand.
