The Hoima Chief Administrative Officer (CAO), Charles Oluba Kumakech, has written to the Electoral Commission to inform them of a vacant position for the Hoima LCV Chairperson. The seat became vacant after the death of Kirungi Kadir, the former LCV Chairperson, who died in a motor accident on March 17, 2023, along the Hoima-Kampala Road at Mataagi village, Bukomero town council in Kiboga district.

According to the Local Government Act, Cap. 243 section 171(1), when the position of the chairperson becomes vacant, the clerk to the council must notify the Electoral Commission, and a by-election must be held within six months from the occurrence of the vacancy. The CAO's letter complies with this section, informing the Electoral Commission of the vacancy and requesting any necessary action.

During Kirungi's burial, his elder son, Uthman Kadir, declared his interest in replacing his late father and called for the mourners' support. However, the Electoral Commission is yet to release a program for the Hoima LCV by-election.
