Jailed City Lawyer Male Mabirizi dragged the Justice and Constitutional Affairs Minister Norbert Mao to court for signing a cooperation agreement with the NRM.
On July 22, 2022, Mao, the President General of the Democratic Party entered a memorandum of Understanding(MOU) with the National Resistance Movement(NRM), led by President Yoweri Museveni.
The signing was witnessed by the Secretary General of Democratic Party Gerald Siranda Blacks and NRM's Richard Todwong, with both parties agreeing to share political power.
Mabirizi claims Mao entered an agreement knowing well that his term as the DP Party President had expired in 2020. He wants the court to prefer four charges including common nuisance, disobedience of statutory duty, and conspiracy to defraud, against Mao and the group.
In his application before the Entebbe Chief Magistrates Court, he states that Mao, Siranda, and others still at large, between July 20th and 27th 2022, signed a document titled 'Memorandum of Understanding' with Museveni which was an act not authorized by law thereby causing annoyance or inconvenience to the public.
He further states that Mao and Siranda refused to vacate their respective offices and went ahead to sign the contested MOU as an act of omission forbidden by written law.
Mabirizi also claims that Mao took an oath as Justice and Constitutional Affairs Minister while at the same time holding out as President Democratic Party, an Opposition Political Party which is not authorized by law.
Mabirizi wants the Entebbe Chief Magistrates Court to summon the two accused persons Mao and Siranda to take a plea and be sent to jail for the offenses he has leveled against them.
